If your PC is stuck reversing a Windows update, start in Safe Mode, uninstall the most recent update, run Startup Repair, check for system file corruption, or use System Restore to recover a stable system.
If your PC is stuck on "Undoing changes made to your computer," let it run for a while first since it can take 15–30 minutes. If it keeps looping, force restart the PC three times to enter Windows Recovery, then try Startup Repair or Uninstall Updates. I've also fixed it before by booting into Safe Mode and removing the latest Windows update or driver that caused the issue.
When Windows keeps undoing changes made to the computer, give it time to complete the task first. If it does not help, try restarting in safe mode, uninstall the last update, use Windows Update Troubleshooter, and System Restore feature.
