How can I fix external hard drive that is not showing up on my computer?

I'm trying to fix external hard drive that suddenly stopped working. It's not showing up properly when I connect it, although it was working fine before. I've tried using a different USB port and restarting my PC, but that didn't help. What are the best troubleshooting steps to identify the problem...
